It aims to prepare qualified female candidates to apply for positions as members of Indonesia’s General Elections Commission (KPU) and Election Supervisory Body (Bawaslu) during the 2021–2022 selection process. With the support of IFES Indonesia and DFAT, the program was implemented for the second time as part of the preparation for the 2022–2027 KPU and Bawaslu selection cycle.

The 2021 training was conducted under very different circumstances compared to the 2016 edition. These differences were largely shaped by the COVID-19 pandemic, which has affected Indonesia and the rest of the world since early 2020. As a result, all training activities for She Leads Indonesia 2021 were delivered online through Zoom Meeting. The training modules were also adapted for virtual delivery and structured into three modules. In addition, the program emphasized inclusivity in its content, learning methods, and participant selection.

Module 1 of the training was held from 27 to 30 September 2021 and was attended by 158 participants, supported by 10 facilitators. The participants were divided into five classes, each consisting of 30 to 32 participants and guided by two facilitators with expertise in electoral and gender issues. The participants represented two main groups: incumbents, namely women currently serving as members of KPU and Bawaslu at the provincial and district or city levels, and non-incumbents, including academics, civil society activists working on election issues such as election observers, former election officials, and professionals. The training was designed to be inclusive, including accommodations for participants with disabilities and pregnant women.

Over the four days of Module 1, participants received materials related to electoral issues and personal capacity development. The electoral component covered topics such as democratic elections in Indonesia, gender and elections, principles and ethical codes for election administrators, the roles and functions of election management bodies, and electoral systems. The personal development component included sessions on building self-confidence, navigating the application and selection process, developing writing skills, leadership, and assignment briefings. The training applied a combination of synchronous and asynchronous methods to ensure effective learning despite the limitations of online delivery.

Through this module, participants were expected to achieve several key outcomes. First, to strengthen their knowledge and skills related to elections while increasing their confidence to take part in the highly competitive KPU and Bawaslu selection process. Second, to support alumni in building networks with fellow participants as well as with key stakeholders. Third, to develop women’s leadership capacity that can be applied in progressive leadership roles in politics and decision-making, contributing to positive change at local, regional, and national levels.

Ultimately, this training serves as an entry point for capable and promising women to step forward with confidence and pursue leadership roles in national election management bodies. Beyond the training itself, factors such as confidence, courage, a willingness to continue learning about electoral issues, the ability to build networks, and solidarity among women are essential to ensuring that increased representation is not only reflected in numbers but also in the quality and integrity of women’s participation.

She Leads Indonesia 2021 is a capacity-building program designed to strengthen women’s participation in election management.
